Project Controls Lead

JOB DESCRIPTION

Job Description Responsible for the overall control and implementation of project controls and oversight of cost, planning, and scheduling of turnaround work. In particular, accountable for:

• Supervises planners, schedulers, cost control and administrative personnel assigned to the turnaround. • Interface with all on-site departments, as required • Support field management in craft and sub-contractor performance evaluations. • Implement on-line records management program. • Facilitates the gathering, development and justification of turnaround work scope. • Implement Inventory Control System. • Chair function meetings and report to management as required • Establish reporting requirements of subordinate personnel and contractors • Develop project control plan for approval by customer and managers by defining scope of work, preliminary estimates, budgets, team members and responsibilities, and establishing the procedures and controls to be used. • Assist with development of AFE’s, if required, for approval of assigned capital and maintenance projects. • Provide condition status and advise of any corrective measures needed and participate in the implementation. • Develop and document control procedures.

• Oversee and direct all work activities in the controls department. • Develop criteria for schedule and oversee development and approve. • Establish document control plan for each project and ensure compliance. • Issue and receive project correspondence distribute as necessary. • Works with Turnaround Superintendent to develop construction and contracting strategy. • Actively participates in bid process, awarding of contracts and division of work scope. • Review and approve contractor requisitions and invoices. • Review and approve deviations to the project plan and schedule. • Schedule and conduct project meetings with contractor, and staff. • Report project status (cost, schedule and resources) on a timely basis. • Plans, tracks and oversees work scope control process for turnaround and related capital projects. • Develops contingency plans for discovery work with high probability and/or high impact potential. • Develop recovery plan for project problems. • Report daily to coordinator or manager with required hard copy deliverables. • Conduct random field quantity survey of material receipts • Conduct random audit of contractor personnel to insure attendance • Oversee development of contractor performance audit by staff. • Abides by all safety procedures and practices applicable to the client; participates in appropriate safety training; demonstrates commitment to and support of HS&E principles and values champions safety.

Job Type: Full-time

Pay: $65.00 - $80.00 per hour
